Reassessment
Where an applicant is not successful in attaining the required number of correct questions they may be given the option to attempt a different version of the test. This may be attempted immediately following the first attempt. Where an applicant is not successful on the second attempt, they may not attempt the test again on the same day. We will give an invitation to the student to return at a later date. This would be without paying the course fees again, a small retest fee may be applicable.
Evidence of Identity (EOI)
The most you will need to provide for any application is:
- one Category A evidence document (evidence of existence and link between identity and the applicant. e.g. passport or full Australian birth certificate – originals, not photocopies or certified copies)
- one Category B evidence document (evidence of use of that identity in the community. e.g. Medicare or bank card)
- evidence of Victorian residence (if your address is not shown on the Category A or Category B documents)
- evidence of change of name (if your name is different on the Category A and Category B documents).
Providing false and/or misleading information or documents is a serious offence under the Road Safety Act 1986 and/or Marine Safety Act 2010 and can result in you being fined or imprisoned. Any authority or approval, given as a result of you providing such information/documents, may be reversed and have no effect.
Accepted identity documents
The name on your Category A and Category B documents need to show your family name and first name in full and in the same order.
- If you have more than one first (given) name the first name must appear on both documents.
- If you have more than one family (surname) all names must appear on both documents.
Category A documents need to show your family name, first name and your date of birth. The documents need to be current or expired by no more than two years.
- Australian photo driver licence or learner permit photo card.
- Victorian digital driver licence (note that we can’t accept interstate or overseas digital driver licences).
- Victorian marine licence photo card.
- Victorian firearm licence photo card.
- Victorian Security Guard/Crowd Controller photo card.
- Australian passport.
- An overseas passport (If expired by more than two years it is acceptable if accompanied by a current Australian visa.
- Certificate of identity issued by the Passport Office.
- Convention travel document issued by the Passport Office.
- Document of identity issued by the Passport Office (usually issued to travellers to Norfolk Island).
- Australian police force officer photo identity card.
- Consular photo identity card issued by the Department of Foreign Affairs and Trade.
- Full Australian birth certificate issued by a Registry of Births, Deaths and Marriages (Note: Birth extracts and Commemorative birth certificates are not accepted).
- Australian naturalisation or citizenship certificate
- ImmiCard issued by the Department of Home Affairs (up to 2 years expired)
- a Document for Travel to Australia accompanied by supporting documentation issued by the Department of Immigration and Border Protection or the Department of Home Affairs
- NSW Photo Card (issued by NSW RMS after 14 December 2008).
- Birth card (issued by NSW RMS prior to August 2008).
One of the following documents that is current.
- State or federal government employee photo ID card.
- Medicare card.
- Department of Veterans Affairs card.
- Pensioner Concession card.
- Current entitlement card issued by the Commonwealth.
- Student identity card.
- Any Australian or overseas credit card or account card from a bank, building society or credit union.
- Working with Children Check card.
- Australian Proof of Age card.
- Australian Keypass card.
- Australian Defence Force photo identity card (excluding civilian staff).
OR
One of these documents that is no more than one year old (electronic statements on a device (eg mobile phone or tablet) and Internet printed statements are acceptable):
- passbook or bank account statement showing the institutions letterhead or stamp
- telephone, gas or electricity bill showing the institutions letterhead or with a stamp
- letters from ATO, Centrelink, Bank and Medicare showing institutions letterhead or stamp.
OR
One of these documents that is no more than two years old:
- water rates, council rates or land evaluation notice
- electoral enrolment card or other evidence of enrolment
- Armed services discharge papers
- current Victorian Driving Authority photo identity card.
You will need one of the following documents if your Victorian residential address is not shown or is different on your Category A or Category B evidence documents:
- contract of sale, lease, or rental document that shows your current address
- current renewal notice for a driver licence or vehicle registration
- Australian Taxation Office Assessment (last or current financial year)
- a different Category A or Category B document that shows your current address.
You will need one of the following documents if your name is different on the Category A and Category B evidence documents.
- Marriage certificate issued by a Registrar of Births, Deaths and Marriages in Australia.
- Divorce papers (showing the name being reverted to).
- Deed Poll (issued prior to November 1986 in Victoria).
- Change of name Certificate (issued on and after November 1986 in Victoria).
Eligibility requirement
Pursuant to regulation 30 of the Marine Safety Regulations 2012 (Vic) the following persons are not eligible to apply for a marine licence:
- A person who is disqualified from obtaining a marine licence, during the period of that disqualification
- A person who is the holder of a marine licence that has been suspended, during the period of that suspension
- A person who is disqualified from obtaining a licence or other authority to be the master of or to operate a recreational vessel under
(i) the law of another State or Territory, or
(ii) the law of another country,
In circumstances which, if they occurred in Victoria, would have resulted in the person being disqualified from obtaining a marine licence in Victoria
- A person who is the holder of a licence or other authority to operate a recreational vessel issued by another State or Territory that has been suspended, during the period of that suspension
- Persons aged under 16 years of age are not eligible to obtain a personal watercraft endorsement
Applicants should also note that they will be required to meet the health requirements for operating a car, motorcycle or boat and this may include further testing where appropriate.
Privacy statement
This privacy statement applies only to recreational boat operator training and assessment services provided by accredited training providers who have been granted ATP Approval by the Director, Transport Safety to provide those services. Sailingworld pty ltd is committed to protecting personal and sensitive information consistent with the principles set out in the Privacy and Data Protection Act 2014 (Vic), and, if applicable, the principles set out in the Privacy Act 1998 (Cth), and any other privacy law.
Personal Information – Personal information is information about you whether fact or opinion from which your identity could reasonably be ascertained.
Use and Disclosure of Personal Information – Sailingworld pty ltd requests you to provide personal information for the purpose of allowing Sailingworld pty ltd to provide recreational boat operator training and assessment services to you and for Transport Safety Victoria to manage or administer its accredited training providers and undertake its functions relating to recreational boat operator licences, or as required by law in regard to Transport Safety Victoria’s statutory obligations. Sailingworld pty ltd is required to protect and handle your personal information in accordance with the Privacy and Data Protection Act 2014 (Vic) Personal information that is collected by Sailingworld pty ltd may also be used and disclosed to government agencies, departments and organisations (for example, Transport Safety Victoria or VicRoads), and to contractors whose duties require them to use it, in connection with managing or administering accredited training providers and undertaking functions relating to recreational boat operator licenses. Such agencies, departments and organisations are required to protect and handle your personal information in accordance with the Privacy and Data Protection Act 2014 (Vic) or interstate privacy legislation. Your personal information will not be used for training other persons. All persons and companies referred to in any examples in training materials provided by your accredited training provider are purely fictitious and any resemblance to existing persons or companies is purely coincidental.
Data Quality – Sailingworld pty ltd will seek wherever possible to ensure that the personal information it collects, uses or discloses is accurate, complete and up to date. In many instances Sailingworld pty ltd relies upon you to provide accurate and complete information and to advise Sailingworld pty ltd should your circumstances change over time.
Data Security – Sailingworld pty ltd takes all reasonable steps to protect your personal information from misuse, loss, unauthorised access, modification or disclosure and securely destroys or de-identifies personal information when it is no longer needed.
Transfer of Information Interstate – Government agencies, departments and organisations rarely transfer personally identifying information to organisations outside the state of Victoria, however this may occur in some circumstances where required or permitted by law. If transferred the information is afforded a substantially similar level of privacy protection it would receive in Victoria.
Access and Correction – You have a right of access to and correction of information about you. You may gain access to information about you that is held by Sailingworld pty ltd by contacting: The Manager Sailingworld pty ltd ACN: 092478718 PO Box 2903 Taren Point 2229. You may have your personal information corrected with authentication and proof (where legislation does not prohibit correction) or a note of dissension from an opinion or view may be attached to a file where this is possible.
Unique Identifiers – A unique identifier is a code consisting of alphabet characters and numerals (not the individual’s name) that is applied to an individual and distinguishes them from other individuals, for example a drivers licence number. Sailingworld pty ltd does not assign, use or disclose unique identifiers to individuals unless it is necessary to do so to carry out one of its organisational functions efficiently and does not adopt an identifier assigned by another organisation for another purpose. Each certificate of attainment issued by Sailingworld pty ltd on behalf of Transport Safety Victoria will have a unique certificate number that will be assigned to you.
Language and literacy skills
Our strategy includes a plan to offer training to students whose first language is not English and thus require assistance with material delivered in English. The rules and requirements are as follows:
- Trainers can allow students to be assisted in their learning by friends or family members, but steps should be taken to ensure that this does not disrupt other students. This may mean having a dedicated course for students and their helpers and this can be arranged via the office.
- For the assessment, students can only be assisted by a professional interpreter to avoid the risk of cheating. Interpreters must establish their qualifications by presenting a document that shows their professional status such as a certificate of business incorporation or evidence of accreditation by the National Accreditation Authority for Translators and Interpreters (NAATI).

Refund, cancellation and reschedulng
At the time of booking a course, all sales are finalised, course fees are taken and processed immediately. In the event that you cannot attend and cancel your course, refunds are not available.
From time to time we may have to reschedule a course, but in the event that a course is totally cancelled by us you have the option of transferring to another course, or to a full refund.
Topics covered
The course is delivered by Sailingworld pty ltd; registered as RTO # 91229 who is trading as Boating Licence Course. This course is based upon the national syllabus of boating education designed to prevent boating incidents and save lives. We are a Registered Training Organisation (RTO). The package you have purchased & are now being supplied consists of the following units:
- Unit MEM50008 – Carry out trip preparation and planning
- Unit MEM50009 -Safely operate a mechanically powered recreational boat
- Unit MEM50010 – Respond to boating emergencies and incidents
- Select and maintain a personal water craft (if doing PWC)
- Demonstrate simple personal water craft skills in controlled conditions (if doing PWC)
This is a great package as you are being supplied and trained in the units above. There are different pathways included within the package.
