FAQ
Anyone operating a powered recreational vessel on Victorian waters requires a marine licence. This includes paddle craft (kayaks, canoes etc.) and sailing boats fitted with a motor, regardless of engine size.
1) The online licence course
The marine licence course and assessment
Students also have an option to upgrade to the PWC endorsement course and assessment
These are separate products. Both contain audio and visual teachings from our trainers. This is delivered across a variety of teaching methods, such as video content, boating guides, worksheets, practice exams and more. The teachings within this course has been developed specifically for Victorian boaters by our team of local Victorian boating experts.
2) Official marine licence exam
This is the actual licence exam. It is done digitally over Zoom, under the supervision of our trainers.

The marine licence exam is completed over Zoom. Typically, it involves a brief Q&A with our Trainer, a rundown of the rules and then access to the exam. You will be required to have both your device’s camera and microphone switched on for the duration of the exam.
We will terminate your exam if you do not follow the testing rules.
After successfully completing the exam, we’ll post out your qualification to your residential address. This certificate must then be taken into a VicRoads centre within 12 months of issue so you can purchase your marine licence and/or PWC endorsement.
Note: the certificate is NOT your licence.
Access to the course will cease upon successful completion of the licence exam, or after 21 days from date of course purchase; whichever occurs sooner.
You’ll need the following:
– A computer/laptop that has a microphone AND a camera. We recommend a PC/laptop running Windows 10 running Google Chrome.
– Zoom application (free download here).
Our eLearning platform works best on Windows 10 and Mac computers. It has not been tested on Android/IOS phones due the sheer range of devices and OS versions.
The online course is completed through an internet browser. It works with Google Chrome and Microsoft Edge browsers (using default settings). Other browsers have NOT confirmed to be 100% working with the eLearning platform.
You must be at least 12 years old to complete this course and obtain a marine licence.
– Students between 12 and 16 will be eligible for a restricted marine licence.
– Students 16 and up will be able to obtain the ‘full’ marine licence.
The marine licence course and the PWC endorsement course can be done at the same time. Please note that if you are doing the marine licence course, you can add on the PWC, and this can be purchased separately here.
Note: to obtain the PWC endorsement you must:
– be at least 16 years old, and
– already hold (or be doing at the same time) a marine licence.
1) The course content will take about 4 hours to complete. This can be completed at your own pace within the access period.
2) The Zoom meeting (revision + testing) takes about 1 hour.
Yes. Training and testing is delivered by Sailingworld Pty Ltd t/a Boating Licence Course. We are accredited to deliver training and licence testing on behalf of Transport Safety Victoria.

Pursuant to regulation 30 of the Marine Safety Regulations 2012 (Vic) the following persons are not eligible to apply for a marine licence:
– A person who is disqualified from obtaining a marine licence, during the period of that disqualification
– A person who is the holder of a marine licence that has been suspended, during the period of that suspension
– A person who is disqualified from obtaining a licence or other authority to be the master of or to operate a recreational vessel under
(i) the law of another State or Territory, or
(ii) the law of another country,
In circumstances which, if they occurred in Victoria, would have resulted in the person being disqualified from obtaining a marine licence in Victoria
– A person who is the holder of a licence or other authority to operate a recreational vessel issued by another State or Territory that has been suspended, during the period of that suspension
– Persons aged under 16 years of age are not eligible to obtain a personal watercraft endorsement
Applicants should also note that they will be required to meet the health requirements for operating a car, motorcycle or boat and this may include further testing where appropriate.
